Free Residential UPSC Coaching Scheme for Odisha Domiciles (2025-26)
The Government of Odisha has launched a scheme to provide free residential coaching for Civil Services (UPSC) to eligible candidates who are permanent domiciles of Odisha for the year 2025-26. Below are the key details of the scheme:
A. Eligibility Criteria
1. Domicile:
- The
candidate must be a permanent domicile of Odisha.
2. Age Limit:
- The
candidate must be at least 21 years old and not older than 30 years as on 1st
February 2025.
- Therefore,
the date of birth should be between 2nd February 1995 and 1st February
2004.
Age Relaxation:
- Up
to 5 years for candidates from Scheduled Castes (SC) or Scheduled Tribes
(ST).
- Up
to 3 years for candidates from Other Backward Classes (OBC) or Socially
and Economically Backward Classes (SEBC).
3. Minimum Educational Qualification:
- Candidate
must have completed graduation or an equivalent qualification as on 1st
February 2025.

B. Selection of Candidates
- 200
aspirants will be selected through a Pre-Qualifying Entrance Examination,
conducted by the State Selection Board, Higher Education Department.
- Coaching
will be provided at Centurion University of Technology and Management,
Jatni.
- 33%
of seats in each category will be reserved for women candidates.
- The
number of candidates may be increased if required.
C. Plan of Examination
- The
examination will be held offline and will include one paper of
objective-type (MCQs).
- Total
marks: 200
- Duration:
2 hours
- There
will be two sections:
- Section-A:
General Studies
- Section-B:
Aptitude Test
- Section-B
will be qualifying in nature with a minimum qualifying mark of 33%.
Important Note:
It is mandatory for candidates to appear in both
papers of the Civil Services Preliminary Examination for evaluation. Failure to
appear in both papers will result in disqualification.
D. Syllabus for Entrance Examination
The syllabus will follow the UPSC Civil Services
Examination pattern.
Note: There will be negative marking. For every incorrect answer in the Objective Type Question Papers, 0.5 marks will be deducted.
Section ‘A’ (General Studies):
- Current
events of national and international importance
- History
of India and Indian National Movement
- Indian
and World Geography – Physical, Social, and Economic Geography of India
and the World
- Indian
Polity and Governance – Constitution, Political System, Panchayati Raj,
Public Policy, Rights Issues, etc.
- Economic
and Social Development – Sustainable Development, Poverty, Inclusion,
Demographics, Social Sector Initiatives
- Environmental
ecology, Biodiversity, and Climate Change (no subject specialization
required)
- General
Science
Section ‘B’ (Aptitude Test):
- Comprehension
- Interpersonal
skills including communication skills
- Logical
reasoning and analytical ability
- Decision
making and problem solving
- General
mental ability
- Basic
numeracy (Class X level) – numbers, their relations, orders of magnitude,
data
- Data
interpretation – charts, graphs, tables, data sufficiency, etc. (Class X
level)
E. Centre of Examination
The entrance exam will be held in five Regional
Directorates of Education zones across Odisha:
- Berhampur
- Bhubaneswar
- Balasore
- Jeypore
- Sambalpur

G. Duration of Coaching
- The
coaching will run for 11 calendar months (tentatively from July 2025 to
May 2026).
H. Facilities Provided to Selected Candidates
- Free
coaching, boarding, and accommodation will be provided in Bhubaneswar.
Note:
- This
is a residential coaching scheme only. Day scholars are not allowed.
- Minimum
90% attendance every month is mandatory.
- Candidates
who were already selected under the scheme in 2023-24 or 2024-25 are not
eligible to apply again.
